Thanks, Stephen. As far as I can tell, the “since it is a server” has
nothing to do with that explanation, which is what threw me.

If Josef agrees that Stephen's explanation is essentially what he
wanted, I'm happy to mentally amend the stated reasoning to “you might
not want to have lots of user accounts [for reasons left unsaid]”.
