An "ordering" of the items seems oddly specific.  Perhaps you instead
want to group them into sections or areas, and also give them a
priority (with the idea the most important ones are shown first.)

At any rate including more non-ui-specific metadata in the Command is good.

Robert mentioned the other day that he was trying out a new cli
separation approach in <https://launchpad.net/testrepostiory>, you
might like to browse it though I don't think it addresses this
specific thing.
