Such checkouts would be read-only given the fact that people cannot push
to the public 'mainline' bzr:// branch.

If they try to commit in their own checkout of 'mainline' there it will
fail because it can't write to the master branch first [of course],
which saves people from shooting themselves in the foot, always to be
appreciated.
