bzr-svn follow a change of svn layout repository / missing history before restructurering

There is no way around this - bzr-svn will only follow the root of your
branch when it is copied. What you are effectively doing is a
cherrypick, which can not be tracked in Bazaar yet.

There is no way around this with the current versions of bzr-svn and bzr
without rewriting your history somehow.
