Crashing Bazaar with a French Windows system :)

The command wasn't stupid (could have used IO instead of IO/.), it worked after I closed 
the editor which opened the file to move...
My report isn't about the error, anyway, but about the problem of handling localized 
system messages with non-Ascii characters.

System is French, using CP1252, output on console is CP850 (I think).
