The latter.

But let's not go there.  As I said earlier, Emacs is going to stick
with Bazaar, the developers will learn.  I just wanted to point out
that it's easy to get a bad first impression of Bazaar because what
naive users think is an obvious, straighforward workflow too often is
quite inefficient.
