[RFC] Sphinx 0.6 or later will be required for packaging bzr 2.1

Most of Bazaar's documentation is now built using Sphinx 0.6.x. We're
planning to make this a requirement for those wanting to package Bazaar
2.1. That will simplify things over our current approach where both
Sphinx and "pure ReST" are supported. The latter is causing some
problems, e.g. PDF generation of the User Reference in Sphinx is broken
because we're trying to accommodate multiple tools.

If anyone is concerned about the above, please speak up ASAP. Otherwise,
I'll be submitting patches in coming weeks to move to Sphinx-only doc
generation.
