Commandant is just a thin wrapper around bzrlib at the moment though, it
doesn't really make sense for bzr to depend on it. :-)

With regard to dependencies, Bazaar could keep a copy in bzrlib/util,
just like it has for several other mandatory libraries that it depends
on.
