Sure, though since only half of your developers are reviewers, that
makes it 10%. Arguably 15%+ since the more experienced developers are
reviewers, right?
IMO, 10% overhead is reasonable for infrastructure. I don't have any
real reason for this, just the ballpark I try to use. (bzr indexes
should be ~10% the size of the .pack files, our inventory overhead
should be 10% of the content we are tracking, etc. We are actually quite
a bit bigger than that, but it is my 'goal' for acceptable overhead.)
