I realize you don't have 1 reviewer on a 24-hour rotation. But you do
have 3 reviewers per day according to the schedule, which makes it
3-person-weeks per week.

I also don't know how much time they spend reviewing versus doing work,
and versus other people doing reviews.

How many active developers does LP have? If you have 16 reviewers, maybe
30-40 devs? So that is 30:3 or 10:1 of review time versus dev time. Or
~10% overhead. And if you only spend half the time, then it is 5% overhead.

10% seems ok, 30+% seems a bit high.
