Does this conform to the HTTP specification? Is there a discovery
mechanism that Bazaar can use that would work in the presence of any
standards-compliant HTTP service?

Rather than the weak “please accomodate our custom application, which
isn't even the sort of client application you support anyway”, it's
easier to say “please conform to the HTTP specification that you
implicitly must support by being on the web”. I hope that latter either
is, or can be made, the case for Bazaar's repository and branch
discovery behaviour.
