Bugs fixed versus NEWS entries

I haven't tried to dig into the details yet, but I was a bit surprised.
This page:

Shows that there were right at *50* bugs targeted and marked as Fix
Released for bzr 2.1.0b4. However, there are closer to 25 bugs marked as
such in NEWS. Does anyone have a good feel why there is such a
discrepancy. I love seeing that many bugs squashed, and feel like this
has a chance to be a great release (and really looking forward to 2.1
final).

I'd just like to give all of those hard working people a nod in the
official announcement if people want to chime in and be heard.
