This was an interaction issue between bzr-svn and the 
HTTPRedirectHandler.  I know that Vincent made some changes in bzr.dev 
as a result of this, but I seem to remember that the real changes had to 
come in bzr-svn.

This bug has been there as long as launchpad-open, probably long enough 
to be a undocumented feature.  It is certainly a very safe change, but 
I'm not sure how high the gravity is.  I think of it more as a feature 
addition with a bug to track it.

I think that this could be better documented.  With the recent change to 
stable and development lines, I certainly didn't get the message that 
bug fixes should start on 2.0 and then be merged to (or landed on) the 
trunk.  For so long, we've had "branch bzr.dev; hack; commit; propose 
change" as our suggested contribution path that my mental inertia may 
have missed the suggested change in workflow.
