Cool new easy-to-update Plugins Guide

Very cool!

Some notes though:

* Extending an existing command -- proved to be bad idea for us in QBzr.
* Command Class -- please, please, please tell about encoding_type! 
We're live in unicode world in the end. (Englismen, stop pretending 
ascii is good for everyone ;-)
