It's a bit of an issue with setup.py and lazr.restfulclient's setup.py
in particular. It uses lazr.restful in the test suite, so declares that
it depends on it. It doesn't currently use it at runtime though, so
commenting it out means that it doesn't install it.

Most of those 28 are caused by lazr.restful. Without that launchpadlib
depends on about 5 libraries that you are unlikely to have installed.
