We currently have a Launchpad group, where people who have signed the
CCA are added. And then Martin has a script which probes to see for each
merge proposal if the person has signed the CCA.

I do believe it is one of the planned features for Launchpad MP's to do
this sort of thing server-side. But it isn't planned to be implemented
for the next ~6 months (IIRC).
