I ended up writing a script for this that I've been meaning to do for
a while: if you branch <https://launchpad.net/hydrazine> and run
"scan-merge-proposals bzr" it will tell you about people with active
merge proposals who don't seem to be in that team, or in ~canonical.

The results at the moment (below) seem to mostly show that the team is
up to date, but I think we should keep it up to date, and then this
can be more automated.
