FWIW, the Bazaar User Reference is completely built from the help
topics. So translating the help topics is a stepping stone to
translating that bigger document.
As well as the docs, the trickier bit is translating the error, warning
and information messages. It would be good if the feedback the commands
presented inside QSubprocess dialogs was translated. We need to do that
in a way that doesn't impact performance so always loading "gettext"
probably won't get landed. We could add a global bzr option though, e.g.
something like --lang or --i18n, so that better I18N support could
optionally be enabled.
