I'm not sure how this check for 'interactive ui' works but I'd say that if I 
specify -m at all I'm expecting it to be non-interactive.  Otherwise I could 
just use the editor.

What about scripts or tools like scmproj which can operate on many trees in 
batch.  Often they would be run from interactive shell but I don't think it 
would be good if based on existance of a file bzr stopped and asked for 
something.

Perhaps a global -i/--interactive switch as employed by many unix programs?  
One could then 'alias bzr="bzr -i"' if that was the preference?
