bzr-git on Windows

The only prerequisite is dulwich (http://samba.org/~jelmer/dulwich),
which you need to install in some location that is in the PYTHONPATH of
the bzr executable. There should be no compilation necessary but
compiling dulwich is recommended for significantly better performance.
