Bazaar Explorer problem

I have an unversioned file in a branch and that appears on the Bazaar
Explorer front page for the branch.  It is a link so I clicked it.  The
message says:

Command: texput.log

So clearly the editor command name is the empty string, which is the
content of the Editor option.  It seems then that the bazaar.conf and
EDITOR are being ignored.
