Bazaar Explorer - Tools menu

I want to add some external tools to Explorer. The Tools menu has an
option to edit the tools.xml file but no option to add a tool using a
dialog. The xml file itself does not include an example of it's format
and I can't find any info in the documentation either. Is this info
available online?
