I can't see how moving the project to a Canonical domain is “recognizing
that Bazaar is more than just Canonical and has its own community.”
Quite the opposite, in fact.

Canonical can “clearly show its support for Bazaar” by being a named
sponsor for the project, surely?

Agreed. One of the more consistent reasons I see cited for choosing
Mercurial over Bazaar is the perception that Bazaar is excessively tied
to Canonical. This change of URL will only exacerbate that perception.
