TortoiseBzr and Working Trees

Dear all,
In [1], there is the comment that:
... Bazaar supports (and recommends) creating repositories with no
working trees ...
Given that bazaar recommends having no working trees in shared
repositories, I find it slightly surprising that when I use
TortoiseBzr to create a shared repository, the default is to include
working trees. Is there any reason for this? I can understand that
the default "init" behaviour is to create a standalone tree, but I
would expect that if I click "Create a new shared repository", it
would default to the recommended operation.
Also, it would be really nice if TortoiseBzr could be configured to
include an "Init Repo" command on the right-click menu that defaults
to the shared repository (with no working trees of course!) option.
Is this possible?
Regards,
Al
