I think it's just a Malone bug. You can report it.

I don't know if this is a bug in Malone, or just how we are using it.
I've started targeting bugs to the 2.0.x stable series when appropriate.
I follow the 'target to release' link on the bug, but it produces an
entry for all of our release series that we've ever had.
Which seems a bit excessive. I really don't think we're going to target
a bug back on the 0.1 release series.
