Remove tbzr_old.dll.

Hi, all.

"tbzr_old.dll" is shell extension written in Python.
TortoiseBZR uses C++ one and tbzr_old.dll is no more maintained.

And I want to refactor directories like this:

 $TBZR/shellext/python => remove
 $TBZR/shellext/cpp/tbzrshellext => $TBZR/shellext
 $TBZR/shellext/cpp/tbzrshellext/build/dist/*.dll => $TBZR/shellext/build/*.dll

This refactoring is affect to bzr's setup.py.

Attached patch is for bzr's setup.py.
lp:~tortoisebzr-developers/tortoisebzr/remove_python_com  is refactored TBZR.

1. Is this patch acceptable?
2. When merge this patch?
3. What branch this patch merged to?
