Actually from the Robert's blurb bzr-cvs is there simply to give a sane
error message when doing bzr in a CVS checkout.  As in :

bzr: ERROR: CVS working trees are not supported. To convert CVS projects to bzr, please see http://bazaar-vcs.org/BzrMigration and/or https://edge.launchpad.net/launchpad-bazaar/+faq/26.

I had assumed that it was impossible to work with CVS directly using
Bazaar (or Git) but when I saw bzr-cvs I thought I'd try it anyway.
