Confused about versions ... 1.17, 1.18rc1, 2.0rc1

The bazaar web site (both http://bazaar-vcs.org/ and 
http://bazaar-vcs.org/Download) have no mention of a 1.18 - they refer 
to 1.17 as the current release. For 1.18 there is only a reference to 
1.18rc1

Therefore 1.18 has not been release /externally.
