Failure during remote upgrade

Yesterday I tried to upgrade a branch of Mailman on Launchpad with the
following command:

% bzr upgrade lp:~mailman-coders/mailman/3.0 --2a

This ran for a while and then failed, probably due to a network glitch.  Here
is the error message:

starting upgrade of bzr+ssh://bazaar.launchpad.net/~mailman-coders/mailman/3.0/
making backup of bzr+ssh://bazaar.launchpad.net/~mailman-coders/mailman/3.0/.bzr
  to bzr+ssh://bazaar.launchpad.net/~mailman-coders/mailman/3.0/backup.bzr
starting repository conversion                                                 
Read from remote host bazaar.launchpad.net: Network is unreachableng revisions:
bzr: ERROR (ignored): The medium 'SmartSSHClientMedium(connected=True, username=u'barry', host='bazaar.launchpad.net', port=None)' has reached its concurrent request limit. Be sure to finish_writing and finish_reading on the currently open request.

Is it safe to run the upgrade again?
