lock free dirstate - prototype

lp:~lifeless/bzr/dirstate2 has working code. 

No tree format attached to it yet. I'm going to add some tests for key
behaviours like 'will not trash other changes in a read lock' - in fact
thats probably the key thing I want to be sure of.

I can see a long list of things we can do to make this behave better on
Windows, and there is a general list of 'changes to do when we rev
dirstate'; I'm not sure that the cost of a tree format is really that
high that we need to dogpile stuff on; to me fixing the egregarious
locking issue is sufficient in itself.

Review would be welcomed with open arms.
