Simplifying the Downloads page

I just fixed one of them, 1.17, to see if it worked.  We should
probably update the others.

I think generally speaking the Launchpad page is a more stable target
for this.  I hadn't understood when I originally set it up that the
page (as opposed to the individual tarball) was going to be used by a
machine.
