Simplifying the Downloads page

"I'd like to simplify http://bazaar-vcs.org/Download.... Any objections?"

I've no problem with the presentation, if that's how people want it.

But for Windows at least, it currently gives the wrong answer.

Following the link for Windows takes me to
http://bazaar-vcs.org/WindowsDownloads

Using the algorithm there for choosing a download of the Standalone
Installer gets me  bzr-setup-1.17-2.exe
(note, not even a 1.18 series release) - this is probably a
consequence of a decision to rename releases in
the run up to 2.0.
