No, the GPL says nothing about “fair use”; that's a concept defined in
copyright law, not indivisual licenses. Even then, fair use is only
defined in particular jurisdictions in very limited ways; many
jurisdictions have no such concept at all.

I don't think so, but you'd need to consult the specific copyright
legislation in your jurisdiction to know what acts are or are not
covered by copyright.
All I can say is that if the act *is* covered by copyright in your
jurisdiction, your only permission to do so will be the license grant on
the work, which in the case of Bazaar subjects your action to the terms
of the GPL.
