Is Bazaar's document distributed under GPL?

I have devised a similar license grant, with two improvements over that
one: the statements remain valid regardless of whether the work is
transferred to a different context (i.e. don't specify “Bazaar”), and
the grant refers the reader to where to find the specific license terms.
