Martin mentioned, we have 2 numbers. One is the 'version' string and one
is the 'api version' string. We only bump the latter when we do
something that we consider to be an api break.

As such, 2.1 has landed some changes that could break someone using
bzrlib, but 2.0* has not broken compatibility since 1.17 or so.

I agree that it is strange to see 'gtk' being reported twice. It is
possible that because 'gtk' cannot be loaded from ~/.bazaar/plugins we
then try again later to load it from the system location?

I'm not really sure on that.
