How about "Get going"?  To me that is the next step after download,
and before asking for help.  This could, for now, link to the getting
started guide, but later to a specific fan-out web page with a few
different paths:

 * start a new project
 * migrate your existing project
 * track a project hosted in another system
 * set bzr up for your team
 * extend and integrate bzr

We're pushing down options that appeared on some home page drafts, but
I think those drafts were felt to be too busy and crowded.
