Starting work on Windows installer for 2.0 today

As I feel strongly about the need for a better Windows installer (and I
was unable to coax someone else into doing the work!), I'm going to get
started on this today. Hopefully, we'll have a nicer installer ready for
testing early next week.

I can't find a document in our developer catalog explaining how to build
the current installer. Is there one somewhere?

If anyone has any tips or tricks related to this, now is a good time for
me to hear about them.
