fast-import with unicode symlinks

  Since we are looking for test repositories which fast-import cannot import…:

  fast-import still crashes when importing repositories with symlinks to Unicode paths. Support for Unicode symlinks was fixed in Bazaar (bug #272444) but fast-import was not adapted (bug #238365).

  I wrote a patch for fast-import but it seems it doesn't work anymore and still crashes. This makes Bazaar unable to import some repositories.
