FTP Hosted Branch not found.

What could cause a bzr branch hosted over FTP to be found and usable on one
machine, but not on another?
I've tested the ftp username, password using standard ftp, from the "broken"
machine. The credentials are valid.
My Bazaar version info (broken machine):
Bazaar (bzr) 1.17
Python interpreter:
/System/Library/Frameworks/Python.framework/Versions/2.5/Resources/Python.app/Contents/MacOS/Python
2.5.1
Python standard library:
/System/Library/Frameworks/Python.framework/Versions/2.5/lib/python2.5
bzrlib: /Library/Python/2.5/site-packages/bzrlib
Bazaar configuration: /Users/eberry/.bazaar
Bazaar log file: /Users/eberry/.bzr.log
The machine where it works is running Ubuntu 9.04, and is up to date with
the latest version of BZR provided through Package Manager.
Any help would be greatly appreciated.
