bzr 1.18 source frozen

The source for bzr 1.18 has now been frozen.  It's in
https://edge.launchpad.net/bzr/1.18/1.18 as a tarball, in
lp:~mbp/bzr/prepare-1.18 and currently with pqm to be tested into
lp:bzr/1.18

There are no changes since 1.18rc1.

If the binary maintainers would please start builds and then let me
know when they're done we'll make an announcement of general
availability.
