checkout/bound branch confusion

That reminds me of another things I noticed, I would have expected doing 
a bzr bind on a branch would have bound to a previously bound branch, 
then the parent branch if no branch is given, instead it gives:
No location supplied and no previous location known

Is that a valid assumption?
