Or just rename it to something less enticing, like "combine-packs".

Pack *will* produce a single pack that is less than the sum of its
components, so the "reduce size" connotation isn't completely wrong.

Ideally, we shouldn't need it, but we've needed it recently-enough that
I am uncomfortable removing it entirely.  Maybe farm it out to a plugin?

Anyhow, I think it's really the upgrade command we need to worry about.
