And what about moving the obsolete_packs to somewhere in backup.bzr
(maybe some temp directory there ... because I understand that it's not
actually part of backup.bzr (it's slightly newer?)) ...
and then either move backup.bzr to somewhere outside the newly upgraded
repository or clearly explain that the 'backup.bzr' still exists.
At least then you got "all the old stuff" in one place that is easy to
find and delete.
Maybe it's an idea to report the sizes before and after upgrading after
the upgrade process has finished. This way, the users both know what the
result is ... so they can marvel at the gained disk space ... and they
might think twice when they find out the upgraded repository is actually
a bit larger and on investigation find out about the backup.bzr directory.
