So I also built the windows installers.

Since Aaron Bentley is on vacation until late next week, I chose to just
tag the last revision of bzrtools' trunk. It hasn't had any changes
since Aaron marked it "1.18.0" (dev) versus being "1.17.0" (final). So
something might be broken (from changes in bzr), but I'm sure there
wasn't any new development (in bzrtools) that could have regressed anything.
