Just to mention that it was never intended to give a traceback when the
format was unknown. The reason we give descriptive information in the
format string is because we expected the bzr client to give a nice short:

 Unknown Format: ... requires bzr >= 1.16

So that it would be clear what was expected of the user. Obviously we
failed to codify this into a test case, and thus it regressed.
