Well, we use the GPL to ensure that bzr is able to be fixed by users to
meet their needs. I don't see that placing any moral obligation on users
that do change it to get their changes back to us. Its *great* when they
do, but often the changes may be specific to their environment or
something we don't want to do. I think it would be sad if we made users
in those situations feel guilty about exercising the freedoms the GPL
explicitly grants them :).
