Don't create symlinks in bzr.dev, please!

Actually it would be a bug in Bazaar for not correctly creating the
windows equivalent of symlinks (though using them sucks on Windows so
eww).
We really do need a policy not to use them in bzr.dev (and recommend
not to use them in any plugins) or attempting to gain users from the
Windows side of the force (or is it farce) will be tougher.
Right now I can't use an up-to-date bzr.dev as a result (or rather
don't want to pull an up-to-date bzr.dev so I can keep using the one I
have). Pointing fingers is an amusing diversion but not a step
forward.
