RFC: bzr rm is hard to use

As if on cue, https://bugs.launchpad.net/bugs/402196 pops up to
complain that after you 'rm --keep' a file, that updates other working
copies by deleting the file, rather than unversioning it.  I can see
why the reporter wants the functionality, but, unless we have some
deeper change about perhaps a class of 'precious' files it's not going
to happen.  To me that's a reason to have the general behaviour be to
delete the file in both the local and remote trees, because that's
what basically happens inside bzr.
