I think a blueprint would be best.

FWIW, I'm very open to enhancing Bazaar Explorer along these lines. Some
simple things we could do there to support this are:

* provide a workflow-specific toolbar when a repo or branch is opened
* provide a "Suggested next action" panel
* provide good (locally installed)  online help on each workflow
