There aren't any policy issues with PQM pushing straight to lp, and I
want us to do this because:
- as the largest bzr hosting site out there, we'll be experiencing the
common behaviour for other users.
- it will reduce latency for merge proposals, which will work around
the problem with launchpad code review generating bogus diffs
- it means that the most recent code will be immediately visible in
launchpad's loggerhead and web ui.
We've been trying to get things in place - so that there are no moving
parts to fix - before raising the proposal.
However, we've encountered consistent problems with pqm talking to lp,
as John mentioned.
